Colorado passed a recreational cannabis amendment in November of 2012. Oregon, and Alaska passed their recreational amendment in November of 2014, and won’t start dispensary sales until 2016. When retail cannabis stores opened in Colorado, a four month old packaging regulation that required opaque packaging caused havoc in the new industry as stores struggled to find appropriate packaging. A year later amid concerns that inexperienced users were ingesting too much THC, cannabis packaging rules were revised to address the issue. Edibles had to be packaged in single servings, or wrapped so that 10 milligram servings could be identified. Liquid edibles had to be packaged in child proof containers that showed measurement.
